Executive summary

Rawya Sami is a Senior Manager in the Advisory Department at BDO Jordan with over 20 years of experience in proposal leadership, consulting delivery, PMO governance and strategic communications. She leads multi-stakeholder consulting engagements across public-sector, development and private-sector assignments, with particular expertise in proposal development, project lifecycle management and institutional capacity strengthening.

Rawya has extensive experience establishing structured PMO practices across complex workstreams, including cadence management, review gates, RAID tracking and quality assurance mechanisms that strengthen delivery predictability and reporting discipline. She contributes to solution design, work planning, resource coordination and stakeholder alignment across regional consulting pursuits.

Her portfolio includes advisory and evaluation assignments in Monitoring and Evaluation (M&E), Monitoring, Evaluation, Accountability and Learning (MEAL/MEL), Third-Party Monitoring (TPM), gender analysis, Gender-Responsive Budgeting (GRB), institutional assessments and strategic communication frameworks.

In parallel with her consulting role, Rawya serves as Editor and Publication Lead of BDO Insights – Jordan | Iraq | Syria, BDO’s publication providing practical business, economic, regulatory and technical perspectives for decision-makers across the three markets. She leads its editorial direction, content development and publication coordination, bringing together multidisciplinary perspectives and translating complex developments into clear, relevant and actionable insights.

Rawya also leads institutional marketing narrative development and communication content oversight for BDO Jordan, BDO Iraq and BDO Syria. She supervises branding initiatives, campaign messaging, media content and social media communications.

She is an experienced public speaker and trainer, delivering sessions on proposal writing, business planning, stakeholder engagement, communication effectiveness and professional development. Her approach combines analytical clarity with interactive facilitation to support organizational transformation and individual capability development.

Rawya is an ICMCI-recognized ISO 20700:2017 Practitioner in the Guidelines for Management Consultancy Services. She has also completed professional training in winning proposals, corporate law, media writing and legal translation.
